Surf Life Saving Queensland (SLSQ) is one of the largest volunteer-based community organisations in Australia. It is a part of the broader Surf lifesaving Australia Group, however runs its operations relatively independently, as do the other state-based organisations.

In response to an ever-changing regulatory framework, SLSQ was required to undertake a review of its internal governance and operations framework against the relevant regulatory and legal requirements.

Holan Group was engaged to provide a team of Corporate Governance professionals to support the following activities:

Governance Review: Reviewed and provided specialist advice in relation to SLSQ’s obligations under the Charities Act 2013(Cth), including the SLSQ constitution and Board obligations, legal and contractual obligations in relation to insurance.

Dependencies Analysis: Reviewed the equities and dependencies associated with Police, Ambulance, and broader emergency services in QLD and the legal risk and obligation that results from these.

Resources Analysis: Provision of specialist advice regarding key personnel and workforce matters associated with the proposed changes to operational coordination of surf lifesaving operations and the Work Health and Safety Act (WHS Act).

Business Continuity: Provision of general business advice that contributed to the development of risk assessment and business continuity assessments. This included a review of deliverables and documents that were being produced to ensure compliance with advice and the requirements of the task.  

In addition to the core tasks of this engagement, the team provided a range of additional services to the client. This included mentoring and assistance to the delivery team to ensure planning and delivery tasks were completed effectively.

The team furthermore provided a range of support to the team relating to contract management issues and the management of communication products and stakeholder engagement workshops.
Holan successfully supported a major uplift in SLSQ governance and the organisation's adherence to its obligations under the Charities Act 2013(Cth). 

Other benefits delivered included an uplift in general operations and the operational relationships SLSQ maintains with external emergency services and volunteers.
