The challenge
The introduction of the New Aged Care Act required thousands of people across the aged care sector to understand new legislative requirements and their practical implications. Learners had different levels of experience, responsibilities and information needs, requiring training that was both accessible and tailored to diverse audiences.
The department needed a learning solution that balanced legislative accuracy with practical application while supporting large-scale implementation across the sector. It also required an approach that could evolve as reforms progressed and stakeholder feedback emerged.
Approach
Holan Group delivered an end-to-end learning and development program designed to support sector-wide readiness for the New Aged Care Act.

Outcome
Sector-wide learning delivery. Holan developed four learning modules under the New Aged Care Act program, with each module produced in up to three audience-specific versions to meet the needs of different learner groups.
Strong learner engagement. More than 110,000 course completions were recorded by April 2026, providing aged care workers, providers, older people and their supporters with practical guidance on the new legislation.
Learning informed by the sector. Co-design workshops with stakeholders helped shape course content, ensuring it reflected sector needs, practical experience and emerging good practice.
A sustainable learning program. Learner feedback informed an ongoing continuous improvement process, enabling training materials to remain relevant as implementation of the reforms continued.
